The Effectiveness of Dog Population Management: A Systematic Review

Approximately 700 million domestic dogs exist worldwide. Around 75 percent of them are classified as free-roaming. That is roughly 525 million dogs living outside consistent human ownership and control — a global population with significant implications for public health, animal welfare, and wildlife conservation. A systematic review of 39 published studies across 15 countries has assessed which population management interventions actually work. The findings are more nuanced than the policy debate around this topic usually reflects. 🐾
Researchers L. Smith, S. Hartmann, A. Munteanu, P. Dalla Villa, R. Quinnell, and L. Collins conducted a systematic review of the available evidence on dog population management effectiveness, evaluating what interventions have been studied, where, and with what reported effect. The three primary approaches examined were culling, fertility control, and sheltering — and the evidence base behind each is substantially different in both quantity and quality.
What the Evidence Shows About Each Intervention
Fertility control was the most investigated approach in the literature and showed the greatest reported effect on dog population size across the reviewed studies. The mechanism is straightforward: reducing the reproductive rate of a population below replacement level causes gradual population decline over time without requiring the continuous removal of existing animals. Fertility control approaches include surgical sterilisation programmes, which have been implemented across multiple countries in various forms, and injectable or implantable contraceptive methods that are increasingly available as surgical alternatives.
The population-level effect of fertility control is not immediate. It operates across reproductive cycles and requires sustained programme implementation to achieve and maintain meaningful population reduction. A single campaign that sterilises a proportion of the population and is not followed up will see population recovery as unsterilised animals reproduce and new animals move into the area. The evidence for fertility control is strongest when it is framed as an ongoing programme rather than a one-time intervention.
Culling — the lethal removal of free-roaming dogs — has been used widely and is documented across the reviewed studies, but the evidence for its effectiveness as a population management tool is considerably weaker than is commonly assumed by those who advocate for it. Culling removes animals but does not address the conditions that sustain the population. Remaining dogs reproduce more successfully in the reduced-density environment, and dogs from surrounding areas move into vacated territories. Without simultaneous attention to food source management and population carrying capacity, culled populations recover rapidly. The ethical concerns around culling are also substantial and complicate its implementation in many cultural contexts where the relationship between communities and local dogs creates significant resistance.
Sheltering — the capture and housing of free-roaming dogs — faces a different set of limitations. Shelter capacity is finite and expensive to maintain. Without adoption programmes that remove dogs from the shelter population at rates matching intake, shelters become holding facilities that do not reduce the free-roaming population and impose significant animal welfare costs on the dogs they house. The evidence for sheltering as a population management tool in high-density free-roaming dog environments is limited.
The Evidence Quality Problem ⚠️
The systematic review’s assessment of reporting quality across the 39 included papers reveals a significant methodological problem that limits what conclusions can be drawn from the existing evidence base. Only 11 percent of studies reported power calculations. Only 11 percent reported sample size calculations. Only 17 percent used control populations against which to compare intervention effects. These are fundamental elements of rigorous study design — and their near-universal absence means that the reported effects of population management interventions cannot be evaluated with the confidence the policy context demands.
The wide disparity of approaches and measurement metrics across studies compounds this problem. When different studies measure different outcomes — population size, dog density, rabies incidence, bite rates, animal welfare indicators — and use different methods to measure them, synthesising across the literature to produce reliable estimates of intervention effectiveness is genuinely difficult. The researchers provide specific recommendations for future studies including common metrics, improved reporting standards, better study design, and modelling approaches that would allow more reliable cross-study comparison.
This methodological gap matters for policy because dog population management decisions — including which interventions to fund, scale, and sustain — are being made with reference to an evidence base that is less conclusive than its volume might suggest. The appearance of a substantial literature does not guarantee that the literature supports the conclusions being drawn from it.
What This Means for the Broader Picture of Dogs and Society 🐕
Placed alongside the wildlife interaction research and the oral rabies vaccine paper covered earlier in this series, this systematic review completes a picture of the free-roaming dog problem that is simultaneously more tractable and more complex than it appears from any single angle. The tools exist — fertility control in particular shows genuine population-level effect when sustained. The evidence base for deploying them optimally is still developing. And the human dimension — the relationship between communities and the dogs living around them — shapes what interventions are feasible in ways that purely technical analysis consistently underestimates.
For owners of managed, home-based dogs in developed countries, the connection to this research runs through the same channel identified in earlier pieces in this series: responsible dog ownership and responsible dog population management are part of the same continuum. A dog that is sterilised, contained, vaccinated, and genuinely owned is a dog that is not contributing to the free-roaming population whose scale this review documents.
